Angry Changing ring & pinion gear is illegal

I just read in Road & Track that changing out the ring & pinion gear is illegal according to federal law (forgot the name, DOT?). Not that anyone enforces it but I was surprised to see that it was illegal. I knew changing out perfectly okay catalytic converters was illegal (emissions law where applicable). Just thought I would share. It's not going to stop me from going to 3.73s.
