Post An effective chip for a emissions legal stroker??

I was going to order a chip from Superchips until I heard stories that one of their chips actually lowered the HP #'s in a stroker motor. If this is true about the plug in chips (Superchips, Hypertech, etc.) than what advice do you give a rookie that's looking to pass emissions with no dyno shoop nearby to custom burn a chip? The reason why I bring up the emissions issue is because when I talked to a rep from Superchips he said that "since my stock CPU is calibrated for 19lb. injectors....the car will barely start and if she does she'll run so rich that I'll never pass emissions dyno test." Any advice on where to go and who to talk to??
