Post Bolt problem

I just replaced my water pump and thermaostat. I was putting on the plate that is connected to the water pump, A/C compressor, and power steering. The bolt that connects the power steering from rotating up and down won't bolt up tight to the plate. It's get real tight with about 1/4 of the head still sticking out. I don't think it's cross threaded, because it starts threading really good, but then tightens up to soon. I can't figure out what the deal is. It's my last bolt I was putting on, and I believe it is a 9/16's.
Any ideas why it is'nt snugging up to the plate?

I've seen that happen and most times it's the wrong bolt. Switch it w/something else.
