Default Different idle problem?

Okay, I had that sticking idle problem, freezing around 1,500 after I drove it for a while. While changing the valve seals, I cleaned out the IAB, throttle body and upper intake (they were all pretty gunked up). Put it all back together and no more stuck throttle. Runs great except now, when I'm shifting, I let off the gas and put in the clutch and it revs up about 500 rpm (like from 1,500 to 2,000). Also, if I rap the throttle in neutral, the rpm's slowly drop back down. About 3-4 seconds from 3,000 rpm back to idle. The linkage seems to be free and it runs fine. Is the TPS shot? I reprogrammed the idle by disconnecting the IAB, but couldn't get it below 800 (and it ran BAD without the IAB).

Also, I installed the MAC cold air induction. I don't think this has anything to do with it, but it sure has a big whistling noise under acceleration and wind noise at highway speed (is this normal?).
