Default intake spacer?

I was at the Rod Run in Pidgeon Forge Tn last weekend and this guy was selling " PHENOLIC INTAKE SPACERS" for the mustang 4.6. They claimed they would increase throttle response and add minimal HP. I didn't buy one cause I see them on E-bay for 10 bucks less. Is there any truth to this? can you see any type gain either throtle or HP? Just interested!
