Default Should I add a cold air system to the C&l meter?

I have the 80mm C&l kit in my 99 GT and I was wondering if it would be worth it to put in a true cold air system rather then rely on that crappy little heat shield they give you. I dont think that shield does very much. My car seems to lose its edge after it warms up all they way, is that normal? Thanks!!
