Anyone else seen these things on EBAY?

It seems like an air temp sensor bypass. I can't imagine that being a good thing for the engine?

Anyone have any idea on how these things work and what the adverse affects of this are?

30 to 40HP for $19? Sounds too good to be true - it usually is.
