I don't know about them turning off w/the high beams on, I've never checked that, but from the factory, they are wired so that they can't be on w/o the headlights also on. Mine are actually wired through the power top so that they're independent of the headlights per
www.mustangworld.com You might want to check for that wiring as well, but my guess is that it's more likely that the fog light wires are there instead of convertible top wires... anyway, good luck!
