If the stains are on the outside be carefull not to use anything to powerfull or it could dull or cloud the plastic. A good plastic cleaner and some buffing may do it. If the spot is in the inside you need to take the instrument cluster out and remove the front cover. The glass on mine needed to be cut off at the glue spots but it will come off. You can leave the plasctic cover on and clean it through the holes. Replacement lenses go for about $75 bucks or so.
