There is no harm in doing this as long as the gear your shifting into doesn't redline at the speed your going. In your example, I do that a lot, from 5th to 3rd at 70 mph. Then nail it. When I do, I try to give the car about half throttle and let the clutch out kinda slow rather than popping it out. That way, the rpm's don't jump from say 1000rpm to 5000rpm in half a second. I don't think that is too good for it.
