Post TPS Testing

I am experiencing a surging effect when accelerating in my 97' Cobra, and it has been suggested that I test my TPS voltage output. How do I go about doing this with a multimeter? What range am I looking for or am I just looking to see if the numbers increase/decrease smoothly? Any other thought why my Cobra is acting up like this? Is it time for a tune up? I have 45k on the car, what plugs do you guys suggest? MMFF reveiwed the Denso Iridium plugs and had good results, but my factory service manual specifies that only Motorcraft Double Platinum plugs are to be used.
