Post W.O.T. Question

Does the EEC-V treat WOT different from "almost WOT"? And is anything less than 5.00 V from the TPS not considered WOT? The reason I ask is my car is acting funny when I mash the gas to the floor - it kinda surges. I am wondering that if my TPS is not quite at 5.00 V at WOT could this be causing my problem. The last time I checked it it was exactly 5.00 V but I plan to check it again today, and may even raise it to say 5.05 V. Thanks in advance for any comments!
