Ideal conditions would be 60*, 45% humidity and 30.00 barometer that would be equivalent to sea level reading. Of course different combination of readings will get the same result but that is one example. Lower temps and lower humdity will result in below sea level readings. My point is that with these readings and sea level track you can pull some amazing times.
The times in my sig were done at 2000' above sea level after figuring in weather. So my corrected times are in the 12.48-12.52 range which is easily obtainable with those conditions.
