Default 1987 Convertable Horn Relay-HELP!

Does anyone know where I can find the HORN RELAY on my 1987 Convertable? We have disconnected the cigarette lighter and the fuse still keep blowing. We are down to the horn relay, but we can't find it. One source said it was behind the instrument panel, but it wasn't there. Any help would really be appreciated! Thank you in advance!
