Post Gas mileage on a '78 Mustang II part 2

The motor is a fresh overhaul. oil pressure is about 50 psi. The car seems to take forever to get going. I am not sure if it is the combination of the 4 cylinder with the automatic, or if i just don't have it tuned right. The carburetor is a 2 barrel that the second barrel is like the secondary. I know the butterfly in the carburetor opens but only after you stomp the pedal hard. I can hear the engine making the usual noise of sucking air but the car doesn't go much better than without the second barrel. Now what do you all think?
