WIPER PROBLEM NIGHTMARE!

HI again, 1990 gt 5.0

my problem is as follows: the wipers don't delay, they only wipe on fast setting. i've had this problem since i purchased the vehicle 1 yr ago. the wipers wipe (only on fast) but when i shut them off, they will stop anywhere on the windshield; i actually mastered the switch to the point where i click the multifunction switch off just as the wipers are comming down towards the bottom of the winshield, but inspection this year demands them to work properly like they should, with all delay and fast settings!
to make a long story short: i chnged the multifunction switch with an original ford part, still nothing...i then chnged the wiper motor, still nothing, checked the fuses and still nothing! i have fast setting only and when i shut them off, they stop anywhere they want on the wind shield...please can anyone help me with this peoblem? please

Dude is your wiper motor rebuilt or new? The one that crapped out in mine was rebuilt, and I replaced it with one from NAPA. Even the Napa one balked initially but now works perfectly. I paid about $65 after getting the core returned. I get the feeling that most of these are pretty junky. I was never able to find the wiring diagram for the wiper system.
