need help please.

I have a 97 GT convertible. My problems started out with the headlights only working on high beams and then not at all. Now the car won't start at all. I've heard that it could be a wiring harness but I don't know. Any suggestions on how to figure out the problem for sure and how to fix it would be greatly appreciated.

have you checked the fuses? in the car and under the hood
