Default replacing cigarette lighter harness for a reg 12V

Hi everyone.
On my 93 5.0, my cigarette lighter broke and I'm planning to put in a regular 12V connector as a replacement so I can plug in a phone charger, satellite radio module etc. I've noticed a black & white-light blue cables seperate from the other two which connect to that small light next to the ash tray. Which one of these two is the hot?
I tried connecting both of them seperately onto a connector I bought and I still get no juice. However, when both wires contact they do spark! Do I need to bridge these two or are my connections wrong? The light does work though unless it's fuse 16 which is bad (?) I need some advice.
