Question Airbag Gauge Cluster in Non-airbag car......

GRRRRRR...........
this is a spinoff of another thread i had...
the cluster fits in, and all the gauges work, but....when i pull on the directional as if i was flashing my high beams, the car behaves as if the ignition was on, even with no key in the car. the fuel pump hums the chime starts dinging...the whole nine yards!!! also, when the car is running, the Tach and a few other guages dont work unless the E-Brake is not on. anyone have any idea on modifying the printed circut to make this work in my car......????????? thanks!!!!!
