Question Saving my Mustang from becoming a Rustang

Ok, my rear passenger side quarter panel has a reverse image of a guard rail stamped into it just behind the wheel well thanks to an oil slick, some light rain and me forgetting how bald my tires had been getting, It's quite the earthy shade of reddish brown, but it dosent match the paint. Also, the edge of the rear wheel well is getting crusty on the drivers side. (Illinois is NOT the place to bring the car's you love to. Our roads suck and we put salt on them to top it off in the winter.)

Aaaanyway, it's a 92' LX and I have a stick welder. I've heard stick welding is a no-no, but I dont know if its due to the alloy of metal they used, or if its simply for fear of slag pockets showing up when you grind it down smooth ?!? If it IS for fear of slag pockets, I could burr them clean and fill the pocks with lead. BUT if its due to the alloy they used then Ill need to find a rig at a flea market or something.

Anyone know why a stick welder might be a problem? AND, when welding the body, should I pull the EEC or would that be going overboard? All the welding to do is around the wheel wells and qtr. panels, front fenders will become fiberglass when needed.
