Unhappy Oil Cooler Leak

I have a 1999 Cobra with a 4.6 32V DOHC and I have oil running out of a tiny hole in the bottom of the oil cooler with the engine running. It just started to do this. It wasn't doing it when I bought the car. My question is. Is the hole a drain or is it a flaw in the cooler?
