You're thinking of a wastegate.

A blow off valve and a bypass valve (or divertor valve) are basically the same thing. Used on MAF equiped cars, the bypass and divertor valves recirculate the air back into the intake track before the compressor but after the MAF. Where as a BOV just releases it to the atmosphere.
