Default Intercooler/aftercooler or not?

When is it necessary to have an intercooler or aftercooler (I've heard you need one if you're making over 10psi of boost)? Which is better the inter or after cooler? Will either one increase the performance of a s/c putting out 8psi?

It comes down to the tune and a proper fuel system whether you need some type of cooler. And a cooler want necessarily give you more power by itself, although it will allow you to run more boost, which will give you more power.

The 10 lbs or more depends on your setup. If your still running stock components (i.e; heads, intake), 10 lbs and no cooler would really be pushing it without pulling a bunch of timing, which will kill you anyway. If you've upgraded, then 10 lbs wouldn't be too hard to reach without the cooler.
