Default high boost gauge reading

hi,
I just put in a new engine and i am having problems with the boost(not necessarily the vacuum). On the boost gause i have mounted, the reading is somewhere around -6psi, which is too high for idle, and when i rev it, it dips down to -20 or so. We checked all the vacuum stuff and found a leak between the upper and lower manifold gasket and fixed that, and that was everything we could do for the vacuum. So what else could be causing this problem? Also, there is hesitation when giving throttle. ANy ideas are appreciated. Thanks.
