Default The Point of the X-Pipe Please

I know the advantages of x-pipes...but whats' the point if you can't use them on the road??? What about catted-x pipes, a good investment?..I love my flowmaster catback kit with the stock h-pipe, but it loses steam after 3500 RPM...Is there any way to put an x-pipe on the car and still have it pass inspection or will I have to take it on and off before each annual check-up?
