Default 351W sportsman block bore ??

I am going today to look at a 351 sportsman block that has been used and bored .020. What is the max bore on these blocks? Ford racing says 4.000 to 4.030. So is this block waisted. Can't believe it can only take an 4.030 bore.
Thanks for your help....................
