You should probably put a set of gauges on the system to check the freon level. If it's low, the low pressure cut-out switch on the accumulator/drier won't allow the compressor to kick in. This saves it from burning itself up for lack of oil.

You can pull the plug off the switch and touch the two terminals together at the wire. That would engage the clutch if you have current.
