Post Almost done!

I got the car back together today but I have a small problem, we left the 255lph fuel pump in the tank and used a fuel pressure regulator for a carburetor.
The problem is that it will not adjust the fuel pressure below 13 psi. I don’t know if the return line is too small or blocked or if it is something else. I will look at it some more tomorrow and see if I can get it fixed. It should work according to the shop I am talking to. What are your thoughts?

We did start the car and it does run but the pressure is too high and we did not run it long because it was getting late.
