Post (Another) Idle Surge Question

I finally have the pinging taken care of, on to this....
Completely Stock 95 GT, AODE (85K miles). When coming to a stop, the engine lopes way down, and then surges back up, so much that it "jerks" the car. Seems to do it more as the engine is warmed up. In Park, at idle, the rpm's seem to "surf" around. I have a new torque converter, scrubbed out EGR and IAC, TPS has correct settings, The fuel system and entire intake has been completely flushed/cleaned out. I sprayed starter fluid on every vacuum line i could find, no surges. Oh yeah, and 628 code, excessive convertor slippage, what I had before the new convertor. Apparently something is causing it to slip - I can't imagine a new one is already bad?.
Any ideas?

Just a shot in the dark, but do you have enough tranny fluid in it? Also, mabye the code 628 is causing the idle to lope. Just some ideas, hope it helps.

Thanks, yep, fluid level is fine. I was reading about a transmission solenoid that works with the torque convertor? Anyone know about this or what it does? I am thinking the solenoid is messed up, causing the convertor to slip.
