Running a offroad H pipe is a clear violation of the clean air act and can bring a hefty fine, though I have not heard of anyone actually paying the 25,000 fine. Hmm maybe that's why it's called a OFF road pipe. Even if your state does not do visual inspections or emmissions tests it's still a federal violation.

Heck it's even illegal to put a aftermarket H pipe WITH cats on unless the original cats were not functioning properly or were damaged,and have over 50,000 miles or 10 years which is the emmissions warranty that Ford does not really tell you about.
