Which is best for performance?

I want Headers, which are the best for my 95 Cobra? Which will give me the most HP and performance and sound?

Go with a set of long tubes and matching H pipe. That'd be the best for all around power. Just don't go too big on the primaries. 1 5/8" would be fine if you plan on future mods.

I'd say go with some long tubes. A bit of a pain to install usually, but they definitely sound better and will offer a bit more horsepower. Oh yeah...they cost more too. Take that into consideration.
