Default Brake adjustment/ wheel fit

This morning i replaced my wheel cylinders and brake lines to the rubber hose on the axle, i took off all the brake shoes etc. now how do i adjust the adjusters right? The other thing is the axle dampers, i have 15*7 rims on now but im going to upgrade to 17 cobra r's, will those axle damper get in the way?
