Post A/C Does not work well

Today it was about 85 out and I couldn't put the top down cause I had lots of stuff in the car (moving out of my college dorm). I had my A/C cranked up to full blast, and it does make a little difference, but not enough. I know you can get the Freon recharged, but is there a way I can tell if I need it? I have underdrive pulleys, are these making a difference and could I maybe get a smaller pulley for the a/c (so it spins faster). Has anyone out there upgraded their A/C?
