Default camshaft spring button

I'm doing an oil pump job on an '84 3.8L and the camshaft has a button/spring on the end of it. Is this supposed to go in all the way? I can only push it in so much... then it hits against the timing cover when I put that back on. Does anyone know if this is correct, or if it should be inside all the way? If so what tool should I use to shove it back in there?
