700hp comes from the Fox body Ford decided they wanted to make run 200mph. It actually put out 740hp from what they said. After shredding a few belts it was able to pull a 201mph pass.
Gearing is important yes, but all the gearing in the world cannot make up for lack of hp.
100hp making it to 175mph+? On a go kart maybe. A newer race bike with 140hp might pull 175. The C-5, one of the most aerodynamic sports cars made maxxes out low in the 170's with a rated 345hp. A Ferrarri F355 can see 180mph with 375hp and fantastic gearing.
