Default Can't Correct Error Code 84

I have a 90 LX 5.0. It has been giving me 31 error codes for some time. Most recently, I corrected a 31 code by replacing the EGR valve position (EVP) sensor. I then started getting error code 84, indicating a problem with the EGR vacuum regulator (EVR), which I have since replaced. The code 84 will not clear (I disconnected the battery for a long time). It is a hard fault during KOEO. I have checked for 12 volts at the connector and ground at the connector. Both are good. I've also checked the VPWR and ground pins on the ECM connector. Also good.

Can anyone help me with this?
