Question rocker arm question

This may sound like a dumb question, but nobody has given me a straight answer yet....
How important is it to set each cylinder to top dead center when changing out rocker arms. I've done numerous head swaps before and all I had to do was set cylinder one to tdc and go from there. Every manual says to set each cylinder at tdc, but I don't know why, and I'm woundering if you really have to do it if you're just swapping rocker arms.

If the rockers are adjustable, the answer then is yes. You have to set the preload on the lifter.

If the rockers just tighten down and bottom out. The answer is no, because there isn't any adjustment to be made.
