Default speed density-mass air

Dazed and confused. about speed-density.
I've gotten the impression from more than one person, that theres not much you can do to a 302, without messing things up...unless you go to mass-air. Apparently wrong.
If I do a .030 rebuild, a mild street cam, 65mm throttle body, and a better than stock header system...can you tune the changes with speed-density or do you need to have mass-air?
At what point is mass-air required.?
If so:
Any print out there on the subject of tuning with speed-density systems? What can, and should be done, and how?
I just want a good street moto that'll take alot to pass....<g>
The bucks saved keeping speed density will go towards a better rebuild ....
