Post Could I Build Myself A Turbo Kit???

if i were to go to the wrecker, & pick up some turbos, could i build a turbo kit ???
is there a web site that shows how to do such shenanigans?
if i were to do this, what material would i need???
im asking because that 3995 incon kit is looking a little pricey, & i could probably build this for about 1k canadian.
