Does this mean bad o2 sensors?
Threw a 311 and 314 code...which reads air system inoperative during KOER(Bank number 1and 2with duel heated oxygen sensors). Does this mean that they are bad or is there some other problem?

No, it means your smog pump isn't working.

girlhound(thats a unique name), make sure you do KOEO test FIRST before you do the running test. always fix KOEO codes first before even attempting to go to the running test. i will be inaccurate if you do. but if you did all that, then Chris may be right.
