Not necessarily, the cable, see mustang e-brake levers are spring loaded, now if the spring broke, there would be no tension on the cable, hence, it won't engage the rear brakes. I have had one break on me before, just check to see if cables are broken, if not then you will need a whole new e-brake lever. Let me know and I will tell you how to install a new lever
