Default emergency brake cable

I am putting in a new cable from the lever to the rear brake cables and I am having problems calibrating the spring to keep the cable from releasing tension. When the brake is disengaged the cable housing rests on the driveshaft. How do I get rid of this problem. Do I need to turn the gears back so that there is more tension on the spring? thank you for any help.
