Default engine idles high

since i bought my car the engine has idled high sometimes. it doesn't do it all the time, but when it does it usually idles between 1500-2500 rpm. it does it when i push in the clutch to shift, or when i am stopped at a red light. the only way to get it to idle down is to turn the car off and back on again and it will usually go back and idle normally. i replaced the iac and cleaned the throttle body but can't really come up with anything else. could it be from a vacuum leak somewhere or is it a sensor
