Default Front Sway Bar removal...

Im going to pull my front sway bar while im under my 91. I notice that i cant seem to feel a nut on the top of the bolt. I turned the bolt and a bit of plastic broke off on the top side. No idea what that was....

It doesnt feel as if there is a standard nut on the top and whatever it is just spins. I cant seem to get on it with anything.

Is there a trick here? I figure on cleaning it up and replacing the bushings while im at at but i cant figure out how to get on the topside of the damn bolt.
