With the vacuum connected should the pressure go up when revving the car?

Yes, because as you rev the engine, you are opening the throttle, which reduces the manifold vacuum, which opens up the regulator, which raises the fuel pressure.

Take care,

you can test the Vac on the fuel reg by making a Vacum buy putting a line on it and Suck in and hold it there to see if it loses a Vac. might want to make sure it is a clean hose tho... LOL Trust me!!!
