Same thing happened to me. First I checked all the electrical connections and made sure I was getting juice. I was getting power, so I ended up putting in a new 190lph holley fuel pump. That fixed the problem. I took the old fuel pump out, which was a stock replacement made by carter that was only 2 years old, and put some juice through it and it was stuck. It finally unstuck on the fourth try.
Long story short, if you are getting juice and the filter is not clogged, replace the pump. Seeing as your car is an 88, it is probably a good idea anyway.
