Default Heads and Cam....tough question

I am looking to buy a set of heads and a cam to match. I will buy roller rocker arms and new hydrolic lifters. In your opinion, what is the best setup for both that would compliment each other? I was thinking about the GT-40P heads and a comp cam or I can't decide if I should get aluminum Edlebrock victor jr heads. I heard that the Ford Motorsports cams aren't that great. I want a cam that pushes my power to my high end and gives my idle a lopping sound. I have way too much torque in the low end, maybe I can move it to the top end....
