Default Water temp issues

My water temp won't stay constant lately. I have a Fluidyne Aluminum radiator and a 180* t-stat with a Black Magic fan that is theromistically triggered, set at 180*. The temp moves around between 2 lines on the stock gauge (have the Autometer one but haven't had time to install it) and I need to pass emissions now. Is this setup prevently me from going into closed loop? If it is, does open loop run richer? ~Brian
