90% of the time, an off-idle hesitation is due to a lack of fuel. Specifically, a problem with the accelerator pump circuit. You need to verify the pump setting, and make sure that there is fuel exiting the squirters at the slightest touch of the throttle. What color accelerator pump cam are you using, and which hole is the screw in?
