Unfortunately Pre-'72 ratings were usually not anything like what was installed on the vehicle. That was a gross horsepower rating and was likely underrated as well (For a gross rating), as opposed to net horsepower ratings where the engine is tested like how it would be in the vehicle at the flywheel. It's hard to compare old gross ratings to net ratings, you can really only go by rear wheel horsepower ratings but even that varies with the transmission, but it's at where it counts :D.
Also are you asking for Ford production made 302's or aftermarket?
Also the Boss 302 was more of a Cleveland Engine that it was a windsor because of the canted valve heads/intake manifold, but yes it was a 302.
But yes, it probably is the highest output 302 ever made by Ford.
